It acts according to the rules of International Humanitarian Law, or the law of armed conflict, which intends to limit the harm to civilians as a result of war while not disrupting involved parties from pursuing legitimate objectives. In Israel’s case, those objectives include eliminating Hamas so it can never again carry out atrocities like it did on October 7, 2023. When striking terrorist targets, the IDF employs multiple tactics to ensure civilians are least likely to be in the area and minimize casualties. If you look at the law as well as the intent of Israel, it’s very clear that Israel is much more humane than most countries would be in an armed conflict to defend itself.
