Short answer
During the time of the Ottoman Empire, and probably until the start of Zionist immigration, the majority of the very few people residing in the province of Palestine were Jews. As the modern Zionist immigration commenced, the Jews brought new technology and knowledge with them, which significantly improved the economy in the province and led to further immigration of Arabs, mostly from neighboring Egypt, Syria, and trans-Jordan.
