Long answer
The vast majority of the UN members are not free countries. The same goes for the member states of the UN’s human rights commission, which is currently headed by that champion of human rights – Iran. And these countries appoint the judges that sit on the International Court of Justice in Hague. Of course the appointing countries use these appointments for their political gain, and the ICJ has very little to do with actual justice.
